A COMPETITON REGULATIONS CHANGES
Schedule I
PURPOSE
The purpose of this Bulletin is to provide, in a timely manner, information concerning Competition Regulation s changes that will impact the running of competitions and the participation of athletes at those competitions. Decision noted in previous Bulletins remain in effect except to the extent that they have been superseded in a later Bulletin
The Bulletin is also posted on the OSSA’s website at www.speedskatingontario.org.

Participants, Skaters
B4.03: Ontario Racing Suits
The recent AGM approved a new provision that places restrictions on the wearing of an Ontario provincial team-racing suit.
It is important to note in this regard two aspects of the new regulation. First, Ontario racing suits may only be worn if endorsed by the Association for use by Ontario Teams at designated competitions. The suit that is currently endorsed by the Association is the one that was provided by the Association to Ontario teams that represented Ontario at the Canadian and North American Age Class Championships last season.
Second, Ontario racing suits, as a consequence of the new provision, may only be worn by Ontario athletes when the athlete has been named to an official Ontario team that will represent Ontario in competition. As well, the suit may only be worn in competition for the duration of the named competition. At those competitions not designated by the Technical Committee, the athlete should wear their club-racing suit.
The Technical Committee will identify which events where Ontario racing suits may be worn in a later Technical Bulletin prior to the start of the season.
The purpose of introducing this provision is to provide clubs with the ability to enhance individual club development in Ontario. When skaters in the various categories wear Ontario suits instead of club suits, the clubs identity is diminished. It is often the case recently at competitions that it is not possible to identify the club for whom the skater is skating.
Furthermore, the wearing of an Ontario suit should be seen and recognised as a mark of distinction and achievement. Permitting anyone to purchase and wear a suit that is not endorsed as such by the Association cannot achieve that purpose. .
Article B8: Program of Events
The changes to the regulations here are of the housekeeping variety. These wee approved previously and announced in Bulletin #8 in October of 2003.
As such, it is now clear that Open Divisions skate senior distances as noted in SSC Rule K21-100.
B8.01
At all OSSA sanctioned meets, the program of distances set out at SSC Rule K21-100 shall apply. Open divisions will skate Senior distances.
Article B8: Program of Events
B8.06
The current provision serves no purpose in the ranking process.. A single 1000M is not used for ranking for men provincially.
The replacement provisions introduce into competitions two events, the Team Pursuit and the 100M, have been designated as medal events for the Canada Winter Games. In order to provide our athlete with the requisite experience with respect to the two distances our program of events has been amended. As well in order to highlight their importance, they need to be considered as medal events in competition.
Short Track
B8.09
The changes in this case are designed, in the first place to reflect the fact that SSC no longer uses the pursuit distance for ranking competitions.
Second, the change is designed to accommodate the fact last season there was insufficient time at several events to hold relays.
Notwithstanding this change, it remains an imperative that skaters be provided with the opportunity to skate relays. It remains a medal event at Provincial Championships, Canadian and North American Championships, Canada Winter Games, Ontario Winter Games, Junior World Championships, and, indeed, at World Cup events and, not the least, the Olympic Games.
As such, relay events still should be programmed into all Ontario Cup competitions and the Provincial championships. If time becomes a factor due to the size of the competition, the Chief Referee may, in relation to the change, consider not running the relay.

Competition Regulations
Article B4 -Participants
Skaters

B4.03
a) An Ontario racing suit shall be deemed to be any suit that is of a design that has been or is currently endorsed by the Association for use by Ontario Teams.
b) Ontario racing suits may only be worn by Ontario skating members who are in good standing and may only be worn when the member has been named to a an official Ontario team that will represent Ontario in competition.
c) The racing suit may only be worn for the duration of the named competition.
d) The Technical Committee, at the beginning of each competitive season, will identify events, in the Technical Bulletin, where Ontario racing suits may be worn.
e) All Ontario racing suits, for the purposes of this regulation, shall belong to the Association and may only be worn in competition when endorsed by the Association. The Association will endeavour to provide Ontario racing suits to members for use during competitions identified by the Technical Committee.
f) Competitions during which the wearing of an Ontario racing suit will be permitted may include but will not be limited to the following:
· Canada Winter Games,
· National and North American Championships,
· Junior and Senior trials when a selection process has preceded the national competition; and,
· Canada Cup events when a selection process has preceded the national competition.
Consequentially current B4.03 becomes B4.04.
Article B8: Program of Events
B8.01
At all OSSA sanctioned meets, the program of distances set out at SSC Rule K21-100 shall apply. Open divisions will skate Senior distances.
Long Track
B8.06
TEAM PURSUIT
Long Track OSSA sanctioned Olympic style competitions that including the provincial championships shall include a team pursuit race for both men and women. The team pursuit shall be conducted in accordance with I.S.U. rules and consistent with directions for the conduct of the team pursuits that may be included in the SSC HP Bulletin. Only the winning team will be awarded a medal for these races.
100M DISTANCE
Long Track OSSA sanctioned Olympic style competitions including the provincial championships shall include a 100M race for both men and women. The distance shall be conducted in accordance with I.S.U. rules and consistent with directions for the conduct of this distance that may be included in the SSC HP Bulletin. Awards for this distance shall be awarded in the normal manner.
Short Track
B8.09 All OSSA sanctioned two-day short track competitions may include relays.

3. President’s report—R. Miller
a. Appeal Pool committee for SSC. OSSA needs to submit recommended names to SSC. Mike Rivet and Dennis Duggan have been the recent members where there are bilingual requirements. There is also the need for a good technical background. The commitment is limited because it is based on a small amount of appeals. The position is for two years and conference calls are used for the meetings. The appellant gets to pick someone from pool. Hugh Morrison volunteered to be an OSSA rep and Dennis will ask Tony Bean.
4. Executive Director report—R. Morrison
a. Part-time provincial coaching coordinator. Notification of this position was circulated to all provinces and to all provincial clubs. OSSA couldn’t get a web posting with SSC due to lack of space. After the closing date, there was only one candidate. Bob discussed the matter with Rick and an extension was given to receive applicants to July 11. The job notice was sent out again to all speed skating bodies and a second applicant responded to date. The next steps are to select an interview team, review the applications and arrange interviews for those who meet the criteria. A further outline is needed on how the job is to work, payments and to whom to report.
b. Oval update. July 21st is scheduled to start phase one of site preparation. This occasion will be a photo opportunity with our fundraisers and area government who have supported the project with funds. We are planning a series of press releases with donors along with a launching of the brick campaign and a new brochure. Details will be forwarded to Board. The goal is to have ice skating on the natural ice oval with events during the winter to prove the project is underway.
c. Mt. St. Marie camp. Seventeen skaters have registered at the time of the board meeting. Mike Murray is the head coach and supported by Mike Rivet and Jerry Herrington. Final packages will be sent to individual athletes giving details on what to bring and how to get there. Dennis noted that he hasn’t seen a budget for the camp nor an agenda. Steve noted he will need to see final accounting for the camp. Jim asked that someone be accountable at the camp to collect the money and that they be responsible for the business part of the camp. There is no need for the Executive Director (ED) to attend.
5. Development report—J. Elliott
a. Development Committee. Jim is trying to track down Brenda (Sudbury) and Dale Coolidge. There is a need to get club agreement for these members to be representing their zones. Jim can then call a meeting. When Jim has all the names of his committee, he will forward them to the office.
b. Eli Lee. Jim spoke with Eli Lee about Eli’s program and intends to keep in contact.
c. SSC Development committee. Jim spoke to and exchanged contact information with Shawn Mah, SSC, who is club development chair. Discussion took place on the process to have a new OSSA rep on the SSC Development committee. Jim is to talk to John from Nunavat (same regional grouping with the one rep). Bob expressed his support to have Jim be OSSA’s rep to this SSC committee. Jim is to talk to John Maurice, get his approval and start the process.
d. Seed grant applications. Board members were informed as to which club will receive the seed grant and the club that will not. Eli will work with the clubs and follow up as he helped submit them submit the grant applications.
6. Risk Management report – J. Elliott
a. Jim volunteered to take charge of this committee. It was moved by Steve, seconded by Dennis and carried that the Rick Management Committee be chaired by Jim Elliott.
b. Dennis noted that the type of credentials required to be on the committee were formally described in an earlier email and that someone with a medical background should be on the committee. A member from each of the coaching, development and officials committees should also be part of the Risk Management group. Jim is to talk to Jeff Polakoff from SSC and get advice.
7. Finance & Admin report—S. Arnold
a. Operations Manual. OSSA received the final draft submission (188 pages) from Ian Hennigar. Everyone agreed that it was well done. Bob expressed that this manual is for the benefit of the office and that it is important that Rick and Lori review and respond with their input. Board members are also to respond to Steve with any changes or issues. These responses are needed by July 15, 2005. Upon completion of the contract terms, the copyright will be transferred to OSSA.
b. 2005/2006 OSSA Budget
i. Revised layout. Steve emailed a revised budget layout to the board for their review. Bob noted his approval and that the revised format was more informative and transparent. Lori is working on adjusting her entries to reflect the suggested changes.
ii. Actual numbers. Hugh would like to see actual vs. budgeted numbers which are normally provided at each board meeting. Steve replied that the revised layout includes actual numbers. Hugh also said a balance sheet was important and Steve said he was still working on that part.
iii. Operating Reserve. Dennis asked about the operating reserve. He observed that in the past, there has been a reserve account and that OSSA should continue to build the reserve account. Steve subsequently confirmed that this fund is shown in the financial statements and is known as the “Special Operating Fund.” The current balance is $72,500.
iv. Canada Winter Games fund. Hugh asked why money was not shown as an expense in 2004 and in 2005. OSSA needs to have money set aside for this event. Steve will inquire and report back.
v. Loan. Steve brought up the offer that the Kingston Strider’s Speed Skating Club will loan OSSA up to $7000 if funds are required prior to receiving the government funding. No action was taken at this time and Steve was asked to thank the Striders for their offer. Steve will continue to work with the office in managing the financials during this tight fiscal time.
8. Marketing report—H. Morrison
a. Website update. Rick is working with the Kingston Software Factory and the new site is being prepared for a July launch. The calendar of events will be interactive and new and easy to update. The committees will have access to upload notes and information and the catalogue will be live for ordering in July. Rick and Lori will be trained to administer the site and provide up-dates.
b. Site map. Input is needed on the site map which was circulated. Rick is to forward site address and site map for everyone’s review. He asked that board members highlight what they want in or out of the site and reply by July 7th. Please copy Hugh. Hugh will work on the site contents this weekend. Dennis indicated he will provide direction on content.
c. Site email addresses. Jim requested that email addresses be set-up by mid-July for direct contact to the committees.
d. Marketing Committee. Hugh suggested that the selection of a Marketing Committee is not a high priority item at this time. Rick disagreed as feedback is required for the catalogue and a plan is needed to market the association. Bob suggested that a marketing committee be arranged by the next meeting with 3 or 4 members. Suggested names are Marco Smits and Roger Buxton. Roger may also be able give suggestions on who to have on the committee.
9. Technical report—D. Duggan
a. RTC. A new agreement has been forwarded by SSC for OSSA’s review in order to have one agreement between all three parties. Emory is looking for OSSA’s comments and feedback. Dennis will review the proposal and offer his opinion to the board. The board agreed that at first read, the new SSC proposal was heading in the right direction for meeting the needs and clarifying responsibilities.
b. OSSA Race Calendar. The final submission is subject to the rescheduling of the Ontario Winter Games (OWG). Rick met with the OWG organizing committee last Thursday and plans are in place to accommodate the speed skating events March 10-12, 2006 in Collingwood. The provincial championships will be moved to Strathroy (Olympic ice). London is waiting for OSSA’s answer.
c. Technical Committee. Dennis is still working on forming a new technical committee. The technical committee needs to be formed by the end of July 2005.
d. SSC Calendar. The SSC calendar is still in the works. The most recent calendar has been circulated for review.
10. New Business
a. Financial support for Ontario athletes. Bob raised the issue of the lack of financial support for Ontario athletes. Discussion evolved around how we might get better at raising funds and the effects of athletes like Amanda joining the Quebec association. How does OSSA get the types of financial support offered by the Quebec government? How does OSSA lobby Ontario government? One suggestion was to keep working with the government, re wellness and healthy lifestyle. Jim will research and to look at Quebec funding formulas for athletes. Dennis will further explore funding re Ontario athletes in working towards the national team. Rick will work on marketing plans for the corporate support of Ontario speed skating athletes.
b. Fund-raising committee. Jim raised the need for a fund-raising committee to deal with the oval fundraising commitment and to support Bob’s idea of raising money for Ontario athletes. The plan that was formulated is to strike a fund-raising committee for these two purposes under VP Finance & administration and to report at next meeting who is on the committee.
c. Marketing. Hugh observed that marketing is about selling the sport of speed skating and not just about the advertising of speed skating merchandise. He asked that if anyone has any ideas in this regard to please forward the information to him.
d. Technical bulletin target date to be issued by September 1, re changes.
11. Adjournment
a. It was moved by Hugh and carried that the meeting be adjourned. The meeting ended at 10:55 pm.

Nicolas Bean isn't exactly taking baby steps onto the international stage in short-track speed skating.
The 18-year-old from Gloucester rings in the new year with an appearance at the world junior championships in Miercurea-Ciuc, Romania. It will be his international debut in the sport.
"That's definitely a big one to jump into it," Bean said with a chuckle from his residence in Montreal, where he moved in August to train at one of Speed Skating Canada's regional centres for short-track.
Bean, who represents the Gloucester Concordes, sent a rather loud message across the pond at the Canadian world junior team trials two weekends ago in Calgary. Winning the overall men's title -- which earned him one of three Canadian men's tickets to the world juniors -- was a major surprise in itself.
"It pretty much all happened fast," Bean said. "It's still sinking in. It's been a couple of weeks now and I'm still pretty excited about it."
OPENED EYES
But it was his result in the super 1,500-metre final -- a world-record time of 2:12.702 -- that opened even more eyes. The old mark (2:13.340) belonged to South Korea's Ho-Suk Lee.
Bean's time, a personal best by about 31/2 seconds, isn't far off the world senior record, either (2:10.639, set two years ago by Korean Hyun-Soo Ahan).
Even two weeks later, Bean is still trying to wrap his thoughts around it all.
"It's feels pretty crazy. It feels bizarre," Bean said as he contemplated being the fastest junior on the planet in the 1,500. "Before, when I was young, if I was the fastest in Ontario, I'd break an Ontario record. If I was the fastest in Canada, I'd break a Canadian record.
"But fastest in the world? That's a whole different ballgame."
Bean credits his move to Montreal with being the big difference maker for him. His training partners there include two other skaters who set world junior records in Calgary -- Joel Mineau (500 metres) and Francois Hamelin (1,000).
"It makes a huge difference," said Bean, who's also studying mechanical engineering at Ecole Polytechnique, a branch of the University of Montreal.
Marc Gagnon, one of Canada's most decorated Olympians, has been Bean's long-time idol. He'd like to hit the big stage himself one day, and is targeting the Vancouver 2010 Games.
"That's the ultimate goal, to be at the Olympics in Vancouver," he said. "But it's one step at a time. (Making the world junior team) is the first step."
Speed Skating Canada's Roch Pilon believes Bean and another teen sensation from the Concordes, Ivanie Blondin, are well positioned to make a run at Vancouver.
Blondin barely missed the world junior team -- a fall in the women's super 1,500 cost her a spot -- but stunned everyone at the senior national trials in Edmonton last weekend by finishing second overall. The 15-year-old from Orleans won the opening 1,500 metres at the first of two national team trials (the second is in March).
"They certainly have the potential (to reach Vancouver), if they continue to progress," said Pilon. "But in short-track, anything can happen. That's what makes the sport so unpredictable and so attractive to spectators."
And to talented young prospects such as Bean, who chose short-track over first hockey, then the long track.
"You get to race against other people," he said. "In long track, it's just you against the clock."
SHOOTING FOR TOP EIGHT
In Romania, Bean will compete in the 500, 1,000, 1,500 and 3,000 metres, along with the relay -- the latter event one which he thinks Canada is medal worthy.
"I'm more excited than anything," said Bean, who'd like to make the top eight in one of the individual events. "I just want to prove myself and make my mark in international territory."
He's picked quite the place to start. |

Ernie has been coaching for more than 25 years, giving his time to help developing skaters in the Cambridge club and within province of Ontario. 41.Todd Landon - Director of Sport Development
The Ontario Speed Skating Association is pleased to welcome Todd Landon as the new Director of Sport Development for the association.
Todd returns to the association after spending the previous season as the Provincial Coaching Coordinator with the Manitoba Speed Skating Association.
Todd's history with the Ontario Speed Skating Association includes competing at provincial and national competitions, coaching with several clubs and at national competitions, organizing summer camps, and starting the Milton Speed Skating Club.

42.2007 Canada Winter Games
The 2007 Canada Winter Games will take place in Whitehorse Yukon from February 23 - March 10, 2007. Travel and events for Speed Skating occur in the first week from Februaray 22 to March 3, 2007.
Athletes eligable to tryout for the Ontario Speed Skating Team for the 2007 Canada Winter Games must be members of the Ontario Speed Skating Association and have reached the age of 14 on June 30th, 2006 but have not reached the age of 19 on June 30th, 2006 Year of Birth: July 1, 1987 to June 30, 1992 inclusive.
The Ontario Speed Skating Team will consist of 18 athletes; 5 female short track, 5 male short track, 4 female long track, and 4 male long track.
The qualifying event for Short Track is to be held in Gloucester on December 9-10, 2006. The qualifying event for Long Track is to be held in Ottawa on January 13-14, 2007. Information about the process for the qualifying and team selection can be found in Technical Bulletin #18.
The Ontario Speed Skating Association is seeking applications for the 2 Coach and 2 Manager postions to accompany the team to the Canada Winter Games. Please see the position posting in the news item 07CWG Coach & Manager Application.

The Ontario Speed Skating Association is seeking applications for two (2) Coach and two (2) Manager positions for the 2007 Canada Winter Games (07CWG) in Whitehorse Yukon from February 22 to March 3, 2007. A male and a female coach are required to head Ontario?s Short Track and Long Track Team at the games. A male and a female manager are required to assist Ontario?s Short Track and Long Track Team at the games.
Applicants will be evaluated by the Technical Committee and judged to the extent of meeting the determined qualifications for the position. A combination of one male and one female will form the coach-manager support team for each discipline. The most qualified coach for each discipline will be determined first followed by matching an appropriately qualified manager.

The Program will provide direct financial assistance to individual junior level athletes from Ontario through an ?Ontario Card? designation. The intent of the OAAP is to provide funding to individual athletes based on their demonstrated commitment to high performance sport, allowing them to pursue athletic excellence at the highest levels of national and international competition.
How does it work?
In 2005-2006, the Sport and Recreation Branch, Ministry of Health Promotion, allocated a certain amount of OAAP Ontario Cards to each eligible Provincial Sport/ Multi-Sport Organization (PSO/ MSO).
In accordance with the OAAP guidelines the Ontario Speed Skating Association (OSSA) is responsible for forming a Selection Committee and sport specific selection criteria to select the athletes who will be awarded Ontario Card status in 2005/2006.
The selection criteria have been established by OSSA?s Technical Committee and approved by the Board of Directors.
Athletes will be selected, in accordance with the criteria determined by the Technical Committee.
How much funding is available?
The exact level of funding for the remainder of the 2005/2006 fiscal year will be determined by the Ministry after the total number of athletes nominated for Ontario Card status has been determined.
How will the OSSA Selection Committee decide who receives funding?
The OSSA Selection Committee will use the following selection criteria to determine which athletes will be nominated by the OSSA for Ontario Card status in 2005/ 2006:
Ontario cards shall be apportioned equally between men and women according to the number of team positions available at the Canada Winter Games in each discipline.
There are currently 5 short track positions and 4 long track positions available for men and women for a total of 18 positions.
Athletes will be selected according to rank based on performance results. For the purpose of selection the principle of best and most recent performance will be considered. Athletes otherwise eligible for selection will be ranked according to the following method.
The Ontario Speed Skating Association will establish separate short track and long track ranking lists, reflecting the two speed skating disciplines. Men shall be compared to men and women shall be compared to women.

The Ontario Speed Skating Association is happy to announce the nominees for the 2006-2007 Ontario Athlete Assistance Program Quest for Gold Funding.
Eighteen athletes, 5 short track positions and 4 long track positions for men and women, have been nominated based on the sport specific criteria distributed on October 20, 2006. The criteria was applied to all OSSA athletes with the top ranked scores being forwarded as Quest for Gold nominees. Both the Technical Committee and the Board oversaw the process of the nominations. The nominees will be forwarded to the Ministry of Health Promotion for the final decision on funding.

59.Quest for Gold
The Ministry of Health Promotion has requested that the Ontario Speed Skating Association revisit the nomination process for the 2006-2007 Quest for Gold funding. Therefore the list of athletes already nominated as a result of the first selection process is no longer valid. The second selection process will be completed by Friday November 17, 2006. Athletes are not required to resubmit applications at this time.
The Association will revisit the nomination of athletes for the Quest for Gold funding with the following process:
a. (November 15, 2006) Notify the membership that the Association has been asked by the Ministry to reconfirm the nomination process.
b. (November 15, 2006) Resubmit the selection criteria to the Ministry for approval.
c. (November 16, 2006) Have the board approve the criteria.
d. (November 16, 2006) Ensure that the criteria formulas and calculations have been applied properly.
e. (November 16, 2006) Have a nomination committee, free of conflict of interest, approve the nominations.
f. (November 17, 2006) Submit list of nominees to the Ministry.
g. (November 17, 2006) Post the list of nominated athletes. |
60.Technical Working Groups
Please find attached Terms of reference for two working groups falling under the Ontario Speed Skating Association's Technical Committee.
The Technical committee is requesting nominations and self nominations of individuals interested in working on either working group. Nominations are to be directed to tlandon@speedskatingontario.org by January 22, 2007.
The working groups are proposed to form long-term and cohesive plans that tie the competition schedule to athlete, coach, and official development, and to suitably identify and support Ontario's athletes. The preliminary findings and recommendations of the working groups will be presented to the membership in March for comments and the final format will be prepared for the AGM in May. |
61.06-07 Quest for Gold Criteria - Expanded
The Ontario Speed Skating Association has completed a process at the request of, and with assistance from, the Ministry of Health Promotion to revisit the nomination process for the 2006-2007 Quest for Gold funding. The Association has followed the Ministry's suggestions to ensure that the 2006-2007 Quest for Gold selection criteria is clear, and that the decisions were free of conflict of interest.

62.06-07 Quest for Gold Nominees
Clubs and Nominees,
The Ontario Speed Skating Association has completed a process at the request of, and with assistance from, the Ministry of Health Promotion to revisit the nomination process for the 2006-2007 Quest for Gold funding. The Association has followed the Ministry's suggestions to ensure that the 2006-2007 Quest for Gold selection criteria is clear, and that the decisions were free of conflict of interest.
The Ministry of Health Promotion worked closely with the Association to expand the selection criteria to ensure that qualifications where properly defined and clarified. The expanded selection criteria was then approved by the OSSA Board.
The Ministry also worked closely with the Association to ensure that the composition of the 2006-2007 Quest for Gold selection committee was free of conflict of interest. The composition of the 2006-2007 Quest for Gold selection committee was then approved by the OSSA Board.
The 2006-2007 Quest for Gold selection committee then reviewed the application of the criteria by examining each of the ranking lists; Long Track Female, Long Track Male, Short Track Female, and Short Track Male. The committee then approved the top ranked athletes in each of the four ranking lists to be nominated for 2006-2007 Quest for Gold funding; top four ranked Long Track Female, top four Long Track Male, top five Short Track Female, and top five Short Track Male.
The Ministry of Health Promotion reviewed the Selection Committee's list of nominees and gave the Association permission to post the list of nominated athletes.
So, at this time the Association is happy to announce the revised list of 2006-2007 Quest for Gold nominees. The nominees are listed in the Quest Announcement document attached.

63.Technical Bulleting #20
Technical Bulletin #20 includes the specific amendments to the Competition Regulations adopted by the Ontario Speed Skating Association during the Annual General Meeting. The Regulations will be incorporated into the OSSA Information Manual. Officials, in particular meet co-ordinators and referees, coaches and athletes should take note of these changes.

On Saturday March 31, following racing at the Regional Championships, members of the Technical Committee's Competition Working Group presented the issues and concepts that frame the content of their proposal for a competition structure for OSSA's future.

Re: Notice of AGM
In accordance with the By-Law of the Ontario Speed Skating Association, and directed by the President of the Association, Graham Wilkins, this notice will inform you of the upcoming Annual General Meeting scheduled for May 26-27, 2007 at Trent University, Peterborough Ontario. The purpose of the AGM is outlined in by-law 6.04.3, and it is advised that you review the by-law in advance of the meeting.
Details of the agenda will be forwarded in early May. It is important to have a representative from every club and we are asking for pre-registration notice. Subject to Article 7, each club will have one voting delegate for every fifty (50) registered members. The numbers of voting delegates allowed per club has been prepared and is included with this notice. Please note by-law 7.01.6 that states that a voting delegate is entitled to one vote, which must be exercised personally and not by proxy.
Three package fees are available per attendee for this year’s AGM. Package A includes Saturday night accommodation, plus Saturday Lunch and Dinner, and Sunday Breakfast and Lunch, for $160.00. Package B includes Friday and Saturday night accommodations, plus Saturday Breakfast, Lunch and Dinner, and Sunday Breakfast and Lunch, for $240.00. Package C includes Saturday Lunch and Dinner, and Sunday Breakfast and Lunch, for $100.00. Registration will be Saturday morning at 10:00 am, and the meeting should conclude Sunday afternoon by 4pm. It is appreciated that you confirm your attendance by completing and forwarding the attached Delegate Registration Form by May 4, 2007, as we need to prepare many items in advance of your arrival.
Clubs are reminded that the deadline for submitting nominations to stand for the election is 30 days prior to the date of the AGM. Nominations must include the name of the individual so nominated, the title and position on the Board which is the subject of the nomination, the signature of the individual who is the nominator, the signature of the individual who seconded the nomination and the written consent of the individual who is so nominated. April 26, 2007 will be the deadline date for anyone submitting nominations.
In preparation of our AGM packages, clubs will be required to submit their annual report to the OSSA office by May 4, 2007. These reports will be compiled and be included as part of your AGM package.
On May 11, 2007 AGM packages will be provided electronically to all registered delegates. Additionally AGM packages and details will be provided on the OSSA website. Hardcopy AGM packages will be provided at the meeting.
The AGM weekend will be productive, informative and a continuous step in building the association and supporting and promoting speed skating in Ontario.
